Workshop: Counties and Disasters: How to Accelerate County Recovery and Funding

Natural disasters can disrupt a community years after the event takes place. Due to the complex nature of recovery, a community should consider a range of activities before any potential incident.  Understanding the local-state-federal partnership, what resources are available, and how to organize your county before an event takes place can accelerate the recovery process. This workshop is a primer on the basic recovery resources available from the state and federal government following a minor or major disaster and will cover the Small Business Administration (SBA) declaration process, the Individual Assistance (IA) Program for housing, and the Public Assistance (PA) Program for infrastructure repairs. Additionally, to help counties receive recovery funding more quickly, presenters will discuss a new initiative of the Florida Division of Emergency Management (DEM) that provides incentives for counties who put in place more efficient and accountable recovery processes.

Florida faces significant challenges to satisfy state drinking water needs and build for resilience. While state and local investment in water infrastructure continues to grow, the fractured nature of responsibility for water needs state coordination. FAC’s Water & Environmental Sustainability Committee recognized this inefficiency in passing its policy statement to prioritize a predictable multi-year water infrastructure planning program modeled after the Florida Transportation Plan. Workshop: County Planning and Land Use Decisions – Impacts to Public and Private Interests
   

Local land use decisions are often the most important – and sometimes the most controversial – actions a county commission makes. While the comprehensive plan provides a vision for how the community will grow, this blueprint does not always satisfy all interests of the community. In fact, commissioners must deal with a range of competing interests that the plan tries to accommodate, including commercial and economic development, environmental protection, recreation, and overall community character. Using examples from Florida communities, this workshop provides an opportunity to hear from planning and development experts how county planning and land use decisions can affect public and private interests.

Workshop: Opioid Settlement – Five Guiding Principles of Spending
  

On February 25, 2022, the National Prescription Opiate Litigation Plaintiff’s Executive Committee confirmed that over 90 percent of the 3,300 litigating local governments have confirmed participation in the $26 Billion global opioid settlement with drug distributers AmerisourceBergen, Cardinal Health and McKesson, and opioid manufacturer, Johnson & Johnson – announced in July 2021.  After consent judgments are entered by the U.S. District Court, it is estimated that settlement funds will begin flowing to participating local governments. Additional funds may be received from litigation or settlements with other opioid manufacturers and pharmacy companies. How should county governments best spend these funds?  What principles should guide county governments in making the best use of the funds to abate this ongoing public health crisis that’s resulted in more than 15,000 deaths in Florida since 2020? Attend the program and receive information about the guiding principles recommended by health professionals from the Johns Hopkins Bloomberg School of Public Health.
