The salary range for this position is between $70,053.56 - $91,069.63 DOQ.


MAJOR FUNCTION:  Responsible technical and administrative engineering work providing administrative and technical support to the County Engineer.  Performs duties of County Engineer as required.




Knowledge:  Knowledge of modern techniques, methods, practices and procedures of Public Works Engineering. Knowledge of the practices and procedures used in the development and construction of roads, streets, and public works facilities. Knowledge of office management, principles and practices. Knowledge of contract administration and project management.


Ability:  Ability to evaluate a diverse array of engineering and related problems. Ability to establish and maintain effective working relationships with consultants, the general public, employees and officials. Ability to express oneself clearly and concisely, orally and in writing. Ability to supervise, plan, review and evaluate technical engineering projects, designs and specifications.


ESSENTIAL JOB FUNCTION:  Assists in the supervising of personnel and in coordinating the activities of the Engineering Division. Acts as a Project Manager on a variety of Public Works projects. Assists in preparation of the Operations Budget and the Capital Projects Budget.  Supervises Engineering Division personnel in various activities as determined by the County Engineer. Supervises personnel in Land Development Plan Review in checking subdivision site plans and construction. Responsible for the coordination of various regulatory and permitting requirements. Coordinates construction management activities and advises Road and Bridge Manager and other departments on various projects. Coordinates scheduling of projects and facilitates communication among all of the Engineering personnel.  Prepare cost estimates for construction and maintenance projects. Keeps informed of new developments and legislation by attending seminars, meetings, conferences, and training sessions as determined by the County Engineer. Attends Board of County Commission meetings when required.  Perform duties of the County Engineer when necessary. Performs related work as requested or assigned. Supervises personnel in checking subdivision site plans and construction. Supervises surveying section in necessary surveys. Advises Road and Bridge Manager on various projects.  Prepare cost estimates for construction and maintenance projects. Coordinates permit activities. Performs related work as requested or assigned.


ESSENTIAL PHYSICAL SKILLS:  Occasional walking and standing. Ability to lift occasionally up to 30 pounds.  Ability to communicate concisely orally and in writing. Good vision and hearing with or without correction.


ENVIRONMENTAL CONDITION REQUIREMENTS:  Occasional work outside with the majority of work inside the office. Ability to tolerate variable weather conditions on occasion.


WORK HAZARDS:  Occasional field work may require mobility skills over variable terrain. Possible vision dysfunction due to heavy computer work. Hazards of working in proximity of traffic and heavy equipment.


SAFETY EQUIPMENT USED OR NEEDED:  Possible safety equipment, i.e.: a hard hat etc., while inspecting County buildings.


EDUCATION:  Graduation from an accredited four-year college or university with a degree in engineering.


EXPERIENCE:  Five years’ experience in the field of public works and engineering preferably including experience in administering public works or construction contracts. Must be a Registered Engineer in the State of Florida. A comparable amount of training or experience may be substituted for the minimum qualifications.


LICENSE, CERTIFICATION, OR REGISTRATION:  Florida Professional Engineer’s Registration, Florida drivers’ license and a good driving record are required.
