Seminole County Government Board of County Commissioners (BCC) is seeking a Deputy Director of Environmental Services (Utilities).

Salary:   $67,433.60 - $100,880.00 Annually

 

Essential Functions:

Develops, recommends, and implements operating policies, procedures, and programs to effect the efficient and effective operation and delivery of services. Makes recommendations that impact the budget.

Provides direction to and supervises the activities of all divisions within the Department, including water and sewer, billing, solid waste, and planning/engineering/inspections.

Exercises responsibility of developing and maintaining both financial and human resources necessary for a sound, proactive, professional utility services operation.

Plans and recommends to the Director short and long-range goals and reports annually on the status of the Department's progress in achieving its goals.

Assists in presenting the Department's annual budget and ensures organizational adherence to the parameters of adopted budget.

Organizes and administers the work effort of assigned divisions and activities.

Responds to citizen complaints, researching problems and formulating solutions and responses.

 

Minimum Qualifications: Bachelor's Degree in Civil Engineering and/or Environmental Engineering and five (5) years progressively responsible professional level experience in the administration and supervision of a utility and solid waste business operation. Professional engineer licensure is required.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

 

 

Additional Requirements:

Must possess and maintain a valid Florida Driver's License.

Knowledge of the current practices and procedures of management and their application to the operation of a complex public organization.

Extensive knowledge of planning principles and practices applicable to public utilities programs and activities.

Knowledge of the principles and practices of public sector budgeting and finance.

Must be able to plan, organize, and direct effectively to carry out a mission and reach a vision.

Must be able to establish and maintain effective working relationships with the County structure, other governmental agencies and public.
