Posted 10/29/14 Enterprise Zones Survey

The Florida Association of Counties (FAC) recently completed an Enterprise Zones survey, based on questions originally submitted by the Office of Program Policy Analysis and Government Accountability (OPPAGA) to the association for its consideration, and received responses from nearly 30 of our 67 member counties. The Office of Economic and Demographic Research (EDR) and OPPAGA have been directed to perform studies designed to further evaluate the effectiveness and efficiencies of current enterprise zones which are set to sunset in 2015 if they are not reauthorized by the Florida Legislature.

 

Posted 8/28/14 FY 2014-15 Property Tax Report

The Florida Association of Counties (FAC) has recently completed a compilation/summary of proposed tentative property tax rates and related information for FY 2014-15. FAC is providing this information as a service to is membership to allow for the use of comparative data during the annual county budget development and decision making process. Information contained within the Compilation/Summary was derived from standardized tax forms (Form DR-420) dictated for use by the Department of Revenue as a part of the statutorily mandated “Truth in Millage (TRIM) process. The data from these forms are tentative and final data will be certified by the Department of Revenue after the completion of the county budget process as dictated by the Florida Statutes.

Posted 9/16/2014 FY 2014-2015 thru FY 2019-2020 County Medicaid Profiles

Section 409.915, F.S., related to county contributions to Medicaid, was amended significantly by SB 1520 during the 2013 Legislative Session. Within the following profiles, FAC has compiled estimates of what the individual county contributions will be over the seven-year transition period, using current enrollment data and REC projections. Additionally, FAC has provided estimates of "Proposed Medicaid Capped Costs." The Medicaid Cap Proposal spreadsheets show estimated county-by-county payments for years SFY 15-16 thru SFY 19-20, assuming that the state establishes caps on individual county Medicaid cost growth rates.

The Florida Association of Counties has recently completed a compilation/summary of Article V Expenditures and related information from FY 2008-2009 to FY 2012-2013. Expenditures do not include Capital (Infrastructure) spending because these are not included in the 1.5% annual mandatory expenditures increase per F.S. 29.008.

The Florida Association of Counties (FAC) has recently completed a compilation/summary of law enforcement and corrections expenditure data for fiscal year ending 2012. FAC is providing this information as a service to its membership to allow for the use of comparative data during the annual county budget development and decision making process. Information contained within the Compilation/Summary was derived from Annual Financial Reports submitted by counties to the Department of Financial Services. Population data was obtained from the Florida Office of Economic and Demographic Research.
