Putnam County Board of County Commissioners has an exceptional opportunity available for a Deputy County Administrator. This is a highly professional and senior level management position and may serve as Acting County Administrator as assigned by the County Administrator.  Responsible for the essential job functions listed herein, as may be directed by the County Administrator, including but not limited to administration and management of assigned departments; serving as an ombudsman; developing and implementing county-wide policies and procedures; evaluating and coordinating existing programs and recommending revisions and/or new services.

Manages/coordinates and/or provides direct supervision over the activities of assigned department directors and/or subordinate supervisors/managers and/or employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending and approving personnel actions; conducting performance reviews; and may coordinate departmental training and/or orientation.  Establishes and maintains effective and positive relationships with the community. Functions as a citizens' ombudsman for issue(s) resolution.  Serves as a point of contact with all municipalities within the County and insures appropriate channels of communication are maintained.

Provides oversight to departments, divisions and offices in preparation of business plans and performance objectives aligned with the strategic plan and with clear performance measures, as well as, performance benchmarks. Continuously monitors county-wide department and/or division and office performance relating to implementation of the Board's strategic plan objectives.

Plans, develops, organizes, implements, directs preparation and presents administrative reports and special projects as assigned including presentations and speeches.  Analyzes and evaluates departmental policies and procedures, reviews federal, state and local laws, rules and regulations governing the program within the department; recommends development of new policies and/or revisions in current policies with Department Directors, as appropriate.

Strengthens the County's image and recognition with the public and staff through professionalism and organization.  Performs administrative duties assigned or delegated by the County Administrator.  Provides emergency support functions (ESF) in the EOC during emergencies.

Graduation from an accredited college or university with Bachelor’s Degree in Business Administration, Public Administration, Finance or related field preferred. Eight (8) years of progressively responsible experience in Municipal Government, including five (5) years administrative and management work for a governmental agency.   Excellent benefits, Senior Management Class with the Florida Retirement System (FRS)

Must be a Putnam County, FL resident or establish Putnam County residency within six months of date of hire.

Annual Salary range:  $66,780-$114,300
