This position is exempt from appeals procedures. The successful applicant works at the pleasure of the appointing authority.




Responsible for technical, administrative and supervisory work planning and directing the County’s Fleet Management Division and comprehensive Program. Duties include responsibility for training and development of staff, management of approximately 3,000 assets, fuel acquisition and inventory, vehicle/equipment specification writing, vehicle/equipment disposal, contract administration, fleet planning, safety, training and regulatory compliance. 


Responsible for administering, directing, planning and scheduling the County's fleet maintenance and repair program through multi-shop and fuel locations




  • Guide, direct and coordinate supervisory staff tasks, activities and actions in the maintenance, repair and record keeping of all County equipment and vehicles.
  • Develops and implements plans for the organization, staffing, and operations of the Division.
  • Determines guidelines and policies for priority maintenance and repair services.  Coordinates and oversees the maintenance and repair time estimates. 
  • Oversees, through contract or in-house staff, the procurement, inventory control and the use of supplies/materials/mechanical parts, tools and related equipment. 
  • Develops, implements and ensures successful operation of computerized fleet management system.  
  • Develops or approves specifications for new vehicles and equipment based upon customer requirements, analysis and interpretation of applicable data. 
  • Oversees the vehicle replacement program to include contract management, bids, lease, sales, and negotiation to obtain the highest return. Coordinates and manages vehicle acquisition, new vehicle prep, licensing, decommissioning and disposal of vehicle and equipment at auction. 
  • Oversee stand-by generator maintenance and repair program ensuring readiness at all times. 
  • Ensures proper operation of the division’s shop and people safety programs, environmental program compliance and reporting relating to proper disposal of hazardous waste and/or fleet management.  
  • Prepares and presents the Division budget. Monitors and controls budget to ensure expenditures stay within budget parameters. Analyzes and evaluates maintenance costs, repair costs and personnel expenditures to ensure cost effective operation.
  • Directs and participates in the selection, placement, promotion, training, development, and evaluation of personnel. Coordinates work activities, schedules, and programs of the Fleet Maintenance Division with other County Divisions and projects.  
  • Develops monthly informational reports regarding the administration, planning, guiding, directing and financial status of Fleet Management Division.  Presents written or oral reports as requested or required.  




  • Knowledge of the methods, techniques, tools, materials and standard practices used in the automotive and heavy equipment maintenance industry.  
  • Knowledge of the principles, practices and procedures of supervision and administration.  
  • Knowledge of the funding process in a public environment as related to budgeting, cost accounting, financial planning and management.  
  • Knowledge of contract preparation and management for vehicle & equipment acquisition, services, parts, fuel and disposal. 
  • Knowledge of vehicles for commercial and fleet business sales, purchasing, repair, maintenance, and disposal. 
  • Knowledge of vehicle/equipment specification writing.  
  • Knowledge of up to date industry developments, sources and best practices in the field of fleet management.  
  • Knowledge of effective office practices, procedures, and equipment in a fleet maintenance setting.
  • Knowledge of cost and billing procedures used in vehicle control.
  • Knowledge of regulatory compliance at the local, state and federal levels regarding fleet management.  
  • Ability to plan, implement, and coordinate technical and administrative fleet management programs.  
  • Ability to express ideas effectively, both orally and in writing. 
  • Ability to establish and maintain effective working relationships with subordinates, superiors, governmental officials, customers and the public. 
  • Ability to use technology in the development of reports, presentations, data collection & analysis and communication. 
  • Ability to prepare and deliver presentations to management, the Board of County Commissioners and the media. 
  • Ability to use independent judgment.  
  • Ability to concentrate on detail and sequential work tasks.  
  • Ability to research, investigate, strategize, detect, inspect, verify, recognize, and recommend problem-solving solutions. 




Graduate of an accredited four (4) year college or university with major course work in business, accounting, public administration or a related field of fleet management and a minimum of six (6) years of progressively responsible experience in a major fleet management and maintenance program, including a minimum of three (3) years in an organizational first or second tier leadership position. 


Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.   


10 years of comparable industry training and related experience may be substituted for the minimum qualifications, except for the driver’s license requirement.  



This position may be required to report for work when a declaration of emergency has been declared in Polk County.

$73,652.80 - $118,435.20 (Exempt Position)
