City Attorney – The City of Vero Beach, Florida is seeking qualified applicants for the position of City Attorney. This is a Charter Officer position that is appointed by and reports to the five member elected City Council.  The City of Vero Beach is a full-service ocean front city providing traditional city services such as public works, police, code enforcement, parks, and recreation, as well as operating and providing electric, water, wastewater, and reuse water utilities, solid waste collection, a regional airport, a municipal marina and cemetery, and a mobile home park. The Office of City Attorney provides a broad range of professional legal services to the organization, including its elected City Council, Charter Officers, departments, and administrative boards and commissions. Qualified applicants will be graduates of an accredited college of law, members of the Florida Bar in good standing licensed to practice law in Florida, and have at least 10 years of progressively responsible Florida local government experience. Board certification in city, county, and local government law is desirable. The ideal candidate will possess a thorough knowledge of legal principles and concepts related to Florida municipal governments, including but not limited to expertise in Florida open meetings, ethics, and public records laws, as well as quasi-judicial proceedings. Qualified candidates will have experience and abilities to effectively represent the City in litigation and administrative proceedings. Significant experience in legal research and writing is essential, including interpretation of Federal and Florida statutes, and administrative and local codes. This position requires the experience and ability to draft and present ordinances and resolutions, prepare and review contracts, leases, licenses, and other agreements, as well as legal opinion memoranda and similar documents. Qualified applicants should also have experience advising and representing appointed municipal administrative boards and commissions. Significant experience in Constitutional, land use/zoning, utilities, police, code enforcement, risk management/liability, landlord/tenant, disaster preparedness, disability, and public procurement law is needed. Experience in labor/employment, cemetery, bankruptcy, and environmental law is also desirable. The successful candidate must be a self-starter who possesses strong critical analysis skills, communicates effectively verbal and in writing, can handle numerous projects and issues simultaneously, and has the ability to develop and maintain effective working relationships, including management and supervision of City Attorney staff. Qualified applicants must be well organized and able to work under time constraints and prioritize work, and be able to efficiently use personal computers and software applications such as MS Office, Adobe Acrobat, and Westlaw, as well as have typing proficiency.  Starting salary range is $100,000 – $125,000, with hiring anticipated to be in the lower half of the range depending on qualifications and experience.
