GENERAL DESCRIPTION:
Performs complex supervisory, administrative, and professional work in planning, organizing, directing, and supervising
the Utilities Department, including environmental, water, sewer, and other utilities projects and programs.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
 Through knowledge of equipment, facilities, materials, methods, and procedures used in public water supply and
distribution systems, sewer collections systems;
 Extensive knowledge of modern techniques, methods, procedures and practices of public utilities
 Ability to communicate effectively, orally, and in writing with employees, consultants, other governmental
agency representatives, County officials, and the general public.
 Ability to appraise county utility needs and to present findings and recommendations clearly and concisely, in
oral and written form
 Ability to supervise the work of technical and professional personnel in a manner conductive to full performance
and high morale
 Ability to plan, organize, and direct large scale and long range engineering programs
 Ability to institute and direct constructive planning and research for the advancement of work and personnel
standards
 Ability to coordinate utility functions with schedule requirements of other departments

MINIMUM EDUCATION AND EXPERIENCE:
Graduation from an accredited four year college or university with a degree in Civil Engineering, Public Administration,
or a closely related field. Six years professional civil engineering experience including at least two years utilities.
(A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)


LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Valid Florida Driver's license, or ability to obtain one. Certified in water and waste water treatment Class “B”
operation or the ability to obtain certification within six months.
