The 2009 General Appropriations Act (SB 2600 by the Policy and Steering Committee on Ways and Means) was passed and signed into law on May 27, 2009 by Governor Crist. The Governor withheld his approval of planned pay reductions for state employees and a $6 million transfer from the Division of Licensing Trust Fund to the General Fund. The General Appropriations Act for State Fiscal Year (SFY) 2010 totals approximately $66.5 billion, and represents a $335.7 million increase from the previous state fiscal year. Health and Human Services received the largest portion of funding in the amount of $26.04 billion in the SFY 2010 budget. This represents almost a 12% increase in appropriations from the previous year. All Educational programs and services combined received the second largest amount of total in funding equal to approximately $21.27 billion. This represents approximately a 1% increase from the previous fiscal year. Finally, natural resources, environmental issues, growth management and transportation expenditures represent the third largest portion of the SFY 2010 with funding equaling $9.29 billion, which represents a 23% decrease from the previous fiscal year.
