FAC has included links to the two versions are: One comparatively summarizes Senate and House Appropriations in total by specific line items; and, the second, illustrates the split between GR and Trust Fund $’s for each of the listed line item appropriations.

EPA to hold more public hearings on numeric nutrient criteria
In January 2010, the US Environmental Protection Agency proposed numeric
nutrient criteria for lakes and flowing waters in Florida. In
February, EPA held public hearings in Tallahassee, Orlando and West Palm
Beach. During the three days of public hearings, more than 235
citizens testified; of those, over 75% were opposed to the rule as
drafted at that time.

Continued discussions regarding changes to growth management laws
Although there were no committee meetings this week, FAC continues to
participate in various growth management discussions at the Capitol. On
Monday, FAC was told about a potential legislation that would address
large-scale (150,000 acres or more)land development projects located in
more than one jurisdiction.

Update on changes to FRS
There are two retirement packages that we are now watching: SB 2022 by
Senator Alexander and HB 5703 by Representative Rivera and HB 5607 by
Representative Hays. At the beginning of the 2010 legislative session,
both the House and the Senate learned of the FRS’s decline in asset
values and produced an unfunded liability for the first time since
1997.

Senate Adopts Medicaid Amendment
An amendment by Sen. Negron to SB 2700, the General Appropriations Act,
was adopted on Wednesday directing the Agency for Health Care
Administration (AHCA) to prepare a federal Medicaid waiver to permit the
state, through legislative enactment, to manage the Medicaid program
within an annually specified appropriation.
