Proposed Fund/Cost shift of Property Tax Oversight Program Expenses

During a recent meeting of the Senate General Government Appropriations committee, the Department of Revenue proposed to eliminate general revenue funding for its current property tax oversight program and instead fund program costs from deducting revenues from county and municipal revenue sharing proceeds.
Anticipated program costs for SFY 2010/2011 are expected to be approximately $13 million. Based on DOR’s proposal this amount would be deducted from county and municipal revenue sharing and transferred to a trust fund to cover expenses for the oversight program.
The Florida Association of Counties opposes this proposal and is currently working to inform members of the legislature of this position. FAC staff has scheduled a meeting on 3/5/2010 with DOR to discuss this issue. Members should expect a fact sheet and talking points to be distributed after staff has obtain a clarification of DOR’s intent.
