AHCA is currently soliciting public input on its request to amend the state’s 1115 Managed Medical Assistance (MMA) Waiver in order to redesign and extend the Low Income Pool (LIP) through June 30, 2017. Since 2005, LIP has been a source of supplemental funding for hospitals and other providers who serve large Medicaid and uninsured populations; the funds are contributed voluntarily by counties and special taxing districts, and matched by the federal government. For background purposes, while other elements of the state’s MMA Waiver were extended for three years in 2014, the LIP program was only granted a one-year extension, with direction from the federal government for Florida to examine alternatives to its existing supplement hospital funding programs. Florida is now in the process of submitting a formal waiver amendment, which seeks a continuation of the current funding levels, but modifies the distribution of funds to address the federal government’s concerns.
The public comment period is open until May 22.
